Ghana has taken the first formal step towards establishing a coastal water transport service between Keta in the Volta Region and Axim in the Western Region.
The Ministry of Transport has signed a contract with Vision Consult, working in collaboration with KPMG, to conduct a six-month feasibility study into the proposed route. The assessment will determine whether a reliable passenger service along Ghana’s coastline is technically, commercially and operationally viable.
The contract does not mean water taxis are ready to begin operating. Instead, the consultants will study the idea, identify the infrastructure and safety requirements, estimate demand and costs, and submit recommendations to guide the government’s final decision.
If the numbers support implementation, the Keta–Axim coastal water transport service could give passengers an alternative to road travel while connecting coastal communities, commercial centres and tourism destinations.
Six-months Feasibility Study
Vision Consult and KPMG are expected to assess the technical and related requirements needed to establish the service. Although the Ministry has not published detailed terms of reference, a credible coastal transport study would normally examine passenger demand, vessel types, landing infrastructure, operating costs, safety, environmental effects and revenue projections.
Unlike inland transport, vessels operating on the Atlantic coast must account for waves, tides, seasonal weather, erosion and safe access to landing facilities.
The study should help answer several practical questions:
- How many passengers would use the service regularly?
- Should vessels carry passengers only, or light freight as well?
- What type and capacity of water taxi would suit the route?
- Where should landing terminals be located?
- What fares would make the service affordable and financially
sustainable? - Which public or private operator would manage the system?
- What rescue, insurance and maritime-safety arrangements would be
required?
The final report will determine whether the project should proceed and under what commercial model.
A possible coastal water-taxi network
The government has officially identified Keta and Axim as the endpoints of the proposed coastal corridor. It has not announced approved intermediate landing sites.
However, an expanded network could potentially consider locations such as Ada, Accra Central, Kasoa, Cape Coast and Takoradi. These towns and cities sit near major population centres, tourism attractions, fishing communities, ports or commercial corridors.
Such a route could create a transport spine from the Volta Region through Greater Accra and the Central Region to the Western Region. Each stop would depend on demand, shoreline conditions and terminal costs.
Accra Central could serve the capital’s commercial districts. Cape Coast could attract tourism and education-related travel, while Takoradi could connect the service to an important port and energy centre. Ada, Keta and Axim could support tourism and local mobility. These remain conceptual possibilities rather than confirmed project locations.

Why Ghana is exploring coastal water transport
Ghana’s transport system depends heavily on roads, even as digital mobility services such as improved trotro routing and pricing tools try to make existing journeys easier. That concentration
leaves commuters and businesses vulnerable to congestion, road deterioration, accidents and long travel times.
A coastal service would not replace highways, buses or domestic aviation. Instead, it could add another mode to the national network and give selected communities a different way to move.
A functioning service could stimulate activity around landing terminals, including hospitality, retail, tourism, delivery and local transport connections.
The proposal fits the government’s wider effort to diversify Ghana’s transport infrastructure. Transport Minister Joseph Bukari Nikpe previously indicated that feasibility work on coastal water
transportation would form part of plans to modernize the country’s transport network.
Vision Consult and KPMG have also worked together on a World Bank-supported feasibility study for the Volta Lake Transport System. That experience is relevant, although operating along the Atlantic coast presents different technical and safety challenges.
Safety and affordability will determine success
The strongest concept can still fail without dependable operations. For passengers to adopt a Keta–Axim coastal water transport service, vessels would need to be safe, comfortable, punctual and competitively priced.
Landing sites would require secure boarding, lighting, ticketing, accessibility and links to local transport. Operators would also need trained crews, maintenance facilities and emergency-response
capacity.
Affordability may be the most difficult commercial question. Modern passenger vessels and coastal terminals are expensive to acquire and maintain. If fares are too high, the service could become a niche tourism product rather than a genuine public-transport option. If fares are set too low without a workable subsidy or revenue model, operations
may not be sustainable.
Environmental reviews will also be important. Terminal construction must account for sensitive coastal ecosystems, erosion and the livelihoods of fishing communities.
From feasibility study to investment decision
The next six months will determine whether Ghana’s coastal water-transport proposal can move beyond an attractive idea.
A positive feasibility report would still be followed by additional steps, including detailed engineering, environmental approvals, financing, procurement and construction. The government would also need to define whether the system will be publicly operated, privately managed or delivered through a public-private partnership.
For now, the Vision Consult and KPMG contract represents an evidence-gathering stage.
If the Keta–Axim coastal water transport service proves viable, Ghana could unlock a new mobility corridor while creating opportunities for tourism, commerce and coastal development. The promise is considerable, but the study must first establish whether the route can be delivered safely, affordably and sustainably.
